GREENE (COUNTY OF) MO -- Moody's Confirms Aa3 Greene County (MO) Special Obligation Bonds, Series 2011B

New York, October 06, 2016 -- Moody's Investors Service has confirmed Greene County's (MO) Special Obligation Parks Building Bonds, Series 2011B, at Aa3. The Aa3 rating is one notch lower than Moody's Aa2 County Issuer rating. The notching reflects a standard legal structure, financing used to construct a "less essential" asset (community center), and bonds subject to annual appropriation. Additional consideration was given to the county's intention to use a dedicated, but not pledged, revenue stream derived from a park sales tax to provide for debt service payments and a cash funded debt service reserve funded at the lesser of the standard three prong test.
