Will National Security Drive Away Foreign Investment? The Chinese Experience: SANY President to Speak

WASHINGTON, July 10, 2013 /PRNewswire/ --

WHAT:  Two senior executives from SANY, the Chinese conglomerate that owns Ralls Corporation, will address the World Affairs Council – Washington, DC on future prospects of foreign investment in the United States. 

WHO:  Xiang Wenbo, President of SANY Heavy Industry Co., and Wu Jialiang, SVP of SANY Group & SANY Electric will discuss SANY's experience investing in the U.S. (and their current lawsuit against the Committee on Foreign Investment in the United States (CFIUS) stemming from last year's CFIUS-issued stop-work order that cited national security interests of the U.S.).  Dr. Derek Scissors,Senior Research Fellow at the Heritage Foundation and well-known expert on China-U.S. relations, and Chris Simkins,CEO of Chain Security LLC and expert on CFIUS and national security litigation will join Wenbo and Wu to offer their insights on the situation.  Roel Campos, WAC-DC Board Member and former SEC Commissioner will moderate the discussion.

WHY: Despite an increasing number of China-U.S. investment deals in the first quarter of 2013, Xiang and Wu believe the climate for foreign investment in the U.S. is unattractive and that America needs to indicate, in a formal statement, that Chinese investment is welcome in the U.S., lest China begin looking to Europe, Latin America, and Africa for large-scale projects.  They will also discuss recent concerns in the U.S. about cyber-theft of intellectual property and cyber-espionage between the two countries – and how China and the U.S. ultimately must find a way through these issues to improve investment and trade.
