Identix Incorporated (Nasdaq:IDNX) announced today that it hasreceived an order valued in excess of $900,000 from the MinnesotaHennepin County Sheriff's Office (HCSO) to expand HCSO's rollout ofIdentix' patented IBIS system. HCSO law enforcement officers havereported tremendous success with their use of their IBIS network andhandheld mobile units that enable them to conduct real-time,on-the-spot biometric identification of individuals in the field.Under this new order, HCSO will deploy additional IBIS mobile handheldunits into the field and will also add a new AFIS interface forexpanded search capabilities by its officers.
The mobile IBIS handheld units provide officers with the abilityto capture and wirelessly transmit fingerprint and facial image dataof suspects in the field through the IBIS server. With this rollout ofadditional units, Minnesota now has more than 150 IBIS handheld unitsfor officer use throughout the State. Minnesota currently employs morethan 9,000 law enforcement officers. The Minnesota IBIS deployment hasbeen funded by grants from the National Institute of Justice and theU.S. Department of Justice.
"The power that Identix' patented IBIS solution places in thehands of our officers continues to be clearly demonstrated in thefantastic field results we are seeing," said Lieutenant Bob Hamborg ofthe Hennepin County Sheriff's Office. "The officers in the fieldgreatly value the added capabilities that IBIS provides. The responsetime for searches from the field continues to be under three minutes, creating a huge time savings for officers equipped with IBIS handheldunits. IBIS has proven very successful in identifying suspects in thefield, while assisting our law enforcement officers in becoming evenmore efficient and effective," Lt. Hamborg said. "These additionalhandheld units will help ensure that we and our partner agencies areable to maximize the efficiency of our deputies and officers whilecontinuing to protect and serve our community and State in the bestmanner and with the best technology available."
Identix President & CEO Dr. Joseph J. Atick commented, "Identix'IBIS system is an excellent tool for any law enforcement agency facedwith the frequently daunting task of trying to positively identifysubjects in the field. Minnesota, and specifically Hennepin County, continues to provide an excellent example of the power that Identix'cutting-edge biometric technology provides for addressing real worldsituations. The success experienced by HCSO has also helpeddemonstrate the important role that mobile biometric ID can play aspart of an overall identity management solution or program by enablingmobile or 'off site' enrollment and verification. These mobilecapabilities can prove especially beneficial in overall solutions forcountries or agencies with less developed infrastructure or with manyremote regions. We look forward to continuing to meet Minnesota'sneeds for real-time, on-the-spot identification in the field and tohelping them reach their objective of an IBIS for every officer."
About Identix IBIS
The patented Identix IBIS system delivers identity informationinto the hands of field officers -- on city streets and at bordercrossings -- in minutes, whenever and from wherever they need it, andis ideally suited for every single law enforcement officer who isfaced with the complex, daily decisions of assessing a profferedidentity. Identix' IBIS system uses a patented hand-held portable dataterminal that enables law enforcement officers in the field to captureand wirelessly transmit a suspect's fingerprints and photograph forsearches against various law enforcement databases. If there is amatch, the system returns the person's name, date of birth and mugshot directly to the officer's handheld terminal. The officer can thencheck the person's criminal history and search for any outstandingwarrants using an identity verified through biometrics. If there is nomatch, the fingerprint and photo files are discarded from the system.
Deployments of IBIS by law enforcement agencies in HennepinCounty, MN, Ontario, CA and Portland, OR have resulted in significanttime-savings by eliminating the need to take every suspect into thestation for booking just to identify them. In this way, IBIS has alsohelped to prevent false arrest and increases officer safety by helpingto know right away if the person in question is wanted. Additionally, the current IBIS programs have proven successful in helping to removea number of wanted felons from the streets. Of the more than 12,800field transmissions that have been conducted to date, over 3,100 werepositive hits against law enforcement databases and more than 535resulted in field detentions or arrests.
Identix' IBIS system and the various deployments of IBISthroughout the Nation have received recognition and awards for itstechnological advances and benefits to law enforcement agencies fromseveral industry and analysts groups, including from Tekne, theMinnesota High Technology Association and Qualcomm in 2003, and mostrecently, from Government Computer News, for the implementation inHennepin County.
