Healthcare in the Bull Cloud
Regulatory News :
On 4 October 2013, Bull (Paris:BULL) was granted official recognition as a Health Data Host for its ‘Bull Health Cloud’ offering – covering personal healthcare data – from the French National Agency for Shared Healthcare Information Systems (ASIP Santé). This enables the Group to position itself as a services operator supporting tele-medicine, as well as the archiving and sharing of medical imaging data.
The Bull Health Cloud solution covers all on-demand medical imaging services. It also enables high-performance and innovative remote tele-medicine services to be implemented as part of new usage models, such as remote patient consultations, and the delivery of stroke, neurological, trauma and dermatology services via remote links, as well as the optimization of radiological organizations (including remote expert diagnosis, second opinions, remote radiology services and emergency medicine).
Bull will be offering these services under strict security conditions, in Software as a Service (SaaS) mode1 via its Bull Health Cloud offering, and will be supporting the healthcare profession with the new tele-medicine requirements. The Bull Health Cloud Santé follows an economic model that adapts closely to customers’ needs, by offering pay-as-you-go terms: for example, billing for the use of health applications ‘per archived consultation’ or ‘per shared medical image file’.
"Bull is one of the only players in the market capable of combining major offerings (supercomputers, Cloud services, healthcare solutions integration and security) to create innovative services such as those dedicated to tele-medicine,” said Pierre Barnabé, Chief Operating Officer at the Bull Group. "This latest advance confirms Bull’s strategic commitment to the Cloud and the impact it can have on the changing nature of its customers’ business activities.”
The High-Normandy Healthcare Consortium (Groupement de Coopération Sanitaire de Haute Normandie), which brings together over 30 health establishments, has awarded Bull the contract to implement an initial platform to respond to the needs in the regional tele-medicine plans, such as the PRATIC project. PRATIC – which focuses on regional sharing of remote communication and clinical imaging applications – is designed to improve healthcare offerings in the region and promote better collaboration between healthcare professionals via tele-medicine and remote medical imaging applications. The solution will encompass over 500,000 medical consultations a year, representing up to 500 Tb of data over five years. It is the result of a partnership with Global Imaging On Line, France’s leading medical imaging management and distribution company, and Covalia which leads the French market for tele-medicine workflow solutions.
CNIL (the French National Commission for Computing and Liberty) and ASIP have officially recognized – by the awarding of this accreditation – that Bull can offer all the necessary guarantees when it comes to protecting individuals, in terms of processing personal health data and maintaining the security of such data. It also reaffirms the high levels of security surrounding Bull’s Data Centers at Les Clayes-sous-Bois and Angers in France.

1 Software as a Service (SaaS) is a commercial model for software usage, where the software is installed on remote servers rather than on the user’s own hardware. Customers do not pay for a license to use a particular version of the software, but generally use the service on line, free of charge or by paying a regular subscription.
